Florida’s housing advocates gathered virtually today for a high-impact Sadowski Affiliates Webinar hosted by the Florida Housing Coalition (FHC). The session, led by Kody Glazer, Chief Legal and Policy Officer at FHC, and Mark Hendrickson, Executive Director of Florida ALHFA, offered a deep dive into the evolving legislative landscape affecting affordable housing across the state.
From appropriations updates to bill tracking, this session reaffirmed a central message: The Sadowski Housing Trust Funds are the floor—not the ceiling—for funding housing that is affordable for Floridians.
This week, the House and Senate released their initial budgets and are not yet aligned on housing funding-especially regarding the Live Local “Innovative SAIL” Program, which the House seeks to eliminate in House Bill 5501. Here is a brief breakdown of some of the House and Senate’s proposed housing appropriations. This does not include homeless programs or proposed member projects.
Mark Hendrickson reminded participants that there’s no single “housing bill” for funding—the process is embedded in the overall state budget negotiations. “SHIP and SAIL depend on revenue estimates,” he emphasized, “and the goal is always full appropriation.” Over the next few weeks, we will have a better sense of where the House and Senate stand on these housing funds.
SHIP & SAIL: Rural Boosts, Urban Risks
There was significant focus on the SB 110 and HB 1427, which propose raising the minimum SHIP allocation for counties from $350,000 to $1 million—great news for rural Florida. However, larger counties may see cuts due to the reallocation formula. To address this, the Senate added $18.8M in General Revenue to its proposed budget to ensure urban counties aren’t shortchanged.
In contrast, the House’s HB 5501 calls for repealing the $150M/year “Innovative SAIL” funding created under the Live Local Act—a move the Coalition strongly opposes.

With more than a dozen housing-related bills in motion and a state budget still taking shape, Sadowski Affiliates remain a critical voice in ensuring housing trust funds are used as intended—to support SHIP and SAIL, not diverted elsewhere.
“This is a defining session,” said Glazer. “Florida has one of the best housing programs in the country, but we must defend it.”
