House Bill 1339 from Florida’s 2020 Legislative Session made substantive changes to the way local governments can plan for and regulate certain affordable housing policies. This first section of a three-part land use planning training focuses on how this piece of legislation affects land use planning for affordable housing development, providing in-depth training to planners and housing administrators. Participants will learn about best practices for House Bill 1339 implementation, including the provision that allows local governments to permit an affordable housing development on any parcel zoned for residential, commercial, or industrial use, and the statutory authorization to adopt a linkage fee. This training will also explain the state’s Accessory Dwelling Unit statute and best practices for adopting an ADU ordinance.
