HOUSING & COMMUNITY DEVELOPMENT
The Florida Housing Coalition recognizes that local governments play a pivotal role in making connections between housing that is affordable and community development, enhancing the quality of life in local communities, and fostering economic vitality.
Our experts focus on strengthening local governments through training, technical assistance, and consulting services for federal housing and community development programs under the U.S. Department of Housing and Urban Development (HUD).
The Florida Housing Coalition provides Consolidated Planning and Fair Housing services to Entitlement Jurisdictions receiving funding through the Community Development Block Grant (CDBG), HOME Investment Partnerships Program (HOME), Emergency Solutions Grant (ESG), and Housing Opportunities for Persons with AIDS (HOPWA). FHC provides direct grant administration and plan development services to ensure local governments comply with federal regulations.
Our HCD experts have assisted numerous local governments in fulfilling their Consolidated Planning requirements through the Department of Housing and Urban Development (HUD). We believe that our knowledge of HUD’s Consolidated Planning process and expertise in managing this process is unparalleled. Our understanding of this process ensures that housing and community development planning and programming is accomplished through a unified and comprehensive framework that opens new opportunities for collaboration and collective problem‑solving.
Fair Housing Planning
FHC is staffed with fair housing experts available to assist local governments in meeting their obligation to affirmatively further fair housing. Extensive experience working with HUD’s Office of Fair Housing and Equal Opportunity (FHEO) has equipped our team with the tools needed to gather and analyze meaningful and actionable data. We can prepare an update of the grantee’s existing Analysis of Impediments using the HUD suggested format or we give local governments the option to prepare a “hybrid” Analysis of Impediments (AI) that incorporates elements of both the Assessment of Fair Housing and Analysis of Impediments.
HUD Grant Administration
As active practitioners in the housing and community development field, our team members routinely provide grant administration on projects subject to applicable Federal, State and local regulations. Extensive experience has built a familiarity with the Community Development Block Grant (CDBG), HOME Investment Partnerships Program (HOME), Emergency Solutions Grant (ESG), and Housing Opportunities for Persons with AIDS (HOPWA). Our grant administration services assist local governments in navigating the federal regulations and ensures compliance.
In addition to preparing Consolidated Planning and Fair Housing documents, our experts also develop the following plans for local governments:
- Affordable Housing Action Plans
- Housing Elements of Comprehensive Plans
- Needs Assessments
- Market Analyses
