Infrastructure Surtax to Support Permanently Affordable Housing

This webinar examines how Florida local governments can use a voter-approved 1-cent local infrastructure surtax or “penny tax” to support permanently affordable housing. Counties like Pinellas, Collier, and Alachua have already leveraged this sales tax to fund land acquisition, infrastructure development, and the construction or rehabilitation of units for low-to-moderate income households. Because land is critical to expanding the current number of housing units, surtax revenue is particularly well-suited to support permanently affordable models by funding the acquisition of land that can be stewarded permanently. The session will cover how the surtax works, how it can be structured to include affordable housing and potential partnerships with CLTs activity, and what practical steps local governments and housing advocates can take to ensure meaningful allocations for long-term affordability.
