Lowell Atkinson currently serves as a Technical Advisor on the Affordable Housing Development team and helps manage the Predevelopment Loan Program, connecting non-profit affordable housing developers with pre-development capital for their projects and providing them with training and technical assistance to increase their development capacity.
Previously, Lowell worked for both Pinellas County’s and the City of St. Petersburg’s Housing and Community Development Department as well as Raymond James Affordable Housing Investments. Lowell is a Housing Credit Certified Professional (HCCP) and has successfully managed the distribution of over $85 million in tax credit equity across 51 projects resulting in the creation or preservation of 3,800 units of affordable rental housing – with over $41 million of this equity supporting twenty 20 projects managed by Tribal Designated Housing Entities (TDHEs). He has vast experience managing public and private financing for affordable housing projects, providing technical assistance to affordable housing developers, and tracking federal, state, and local regulations impacting affordable housing development. Lowell holds a Master’s Degree in both Public Administration (MPA) and Science in Environmental Studies (MS) from the Graduate School at the College of Charleston.
