The Florida Housing Coalition, Inc., is pleased to submit our response to RFP #14-15-039 for Professional Services Development of the 5-Year Consolidated Plan, Annual Action Plan and Analysis of Impediments (AI) for the City of Miami Gardens.
The Florida Housing Coalition, incorporated in 1982 as a nonprofit membership organization, is recognized as Florida’s foremost authority on affordable housing training and technical assistance. We have served Florida’s affordable housing training and technical assistance provider through the Catalyst program since 1994 and the Predevelopment Loan Program since 1998. The Coalition provides technical assistance nationwide for grantees of HUD Department of Community Planning and Development programs including HOME, CDBG and CDBG-DR, ESG, CoC and the Neighborhood Stabilization Program. Our professional staff has experience in all aspects of administering local government housing and community development programs, from preparing Consolidated Plans (Con Plans) and Analyses of Impediments (AIs) to compliance with national objectives and cross-cutting requirements.
As a mission-based nonprofit provider of training and technical assistance, we are uniquely positioned to assist the City of Miami Gardens with meeting the letter and spirit of HUD’s requirements for Con Plans and AIs. We have a proven ability to help local governments exceed HUD’s requirements for citizen participation and stakeholder consultation, while developing goals, priorities, and recommendations that are supported both by data and public feedback.
In our previous Consolidated Planning and AI work in South Florida, we have partnered successfully with Civitas, LLC, as a subcontractor. Civitas team members have particular proficiency in developing Consolidated Plans using the eCon Planning Suite and have been involved with eCon since its inception. Civitas team members have completed several HUD-approved Consolidated Plans using eCon, as well as providing direct training and technical assistance to local government grantees on IDIS and the eCon Planning Suite. The Civitas professional team has been be seamlessly integrated with our team and we work collaboratively, ensuring the best possible service delivery for the County.
