Rebuild Restore is mostly applicable to Hurricane Michael recovery\, but participants will learn how it has already been used in Florida to respond to Hurricane Irma.  Presenters will include SHIP staff who have begun applying for Rebuild Restore funds.

DESCRIPTION:REGISTER\nJoin us for the webinar “Affordable Housing Innovations in HB 7103” on July 22 at 2 pm. \nThe major piece of affordable housing legislation to come out of the 2019 session is House Bill 7103. This “omnibus housing bill”  throws together in one bill inclusionary zoning\, impact fees\, and expedited permitting. The bill also makes a substantial change to the attorneys’ fees and court costs provision associated with bringing a challenge to a development order. This section of the bill has little or nothing to do with affordable housing. \nThe webinar will focus on items most impactful for affordable housing: \n\nInclusionary zoning – how to craft an ordinance that meets the new law;\nImpact fees- timing for collection (new provision) and exemption for affordable housing;\nExpedited permitting—this section applies to all development\, not just affordable housing\, clarity will be provided about what impact that has on the requirement to expedite permitting in accordance with SHIP requirements.\n\nThe webinar will briefly mention the state housing finance strategy for the Keys and the legislative definition for “essential services personnel\,” which takes the place of locally determined definitions\, as well as the private provider provisions related inspections and building permits.

The training is designed to highlight successful initiatives from SHIP communities involving assistance with rental housing\, home repair\, purchase assistance\, and more. Learn how local Centers for Independent Living\, Arc agencies and other service providers can help identify special needs applicants in need of housing assistance. The presenters will review collaborations with CoC homeless Coordinated Entry\, Foster Care\, and domestic violence programs. The training will help fine tune plan to comply with the special needs requirement in a timely fashion.

DESCRIPTION:REGISTER\nThe Governor’s recent budget recommendations and other vocal legislative support related to affordable housing are encouraging.  We hope the SHIP program is fully funded in the upcoming legislative session.  Consider if your community’s SHIP allocation might surpass $350\,000 this year.  If it does\, you must complete an AHAC report before receiving funds. \nAn AHAC report is required triennially from each SHIP local government that receives more than the minimum allocation of $350\,000. Please register for the March 5 AHAC webinar for guidance\, unless you have already submitted the AHAC report for 2019 or are in the process of completing it.  SHIP staff who have not submitted an AHAC report in 2017\, 2018 or 2019 due to receiving the minimum or less allocation in recent years should attend this webinar to help them consider if a report should be prepared.  Completing an AHAC report can take time\, so address this now. \nThis webinar provides an introduction to housing incentives based on regulatory reform.  It is designed to specifically assist staff who must immediately begin AHAC work.  Participants will learn about the statutory requirements and deadlines entailed in assembling a committee and helping them write a report to be presented to City or County Commissioners.  The presenters will provide guidance on specific incentive strategies that must be considered and will offer other best practices to encourage policy discussions.
