A substantial body of research shows that disaster recovery aid favors homeowners\, often neglecting the immediate and long-term needs of renters. This webinar will share insights from a new HUD-funded disaster recovery research initiative implemented by UCF\, UF\, BDO (formerly HORNE)\, and the Florida Housing Coalition. The researchers identified systemic program gaps and impacts to renter households across multiple disasters. Presenters will discuss the findings and recommendations for local program and policy changes to improve disaster preparedness\, response\, and long-term recovery for renters and rental property owners.

DESCRIPTION:This training is intended for SHIP rehabilitation assistance staff. The Florida Office of Insurance Regulation (OIR) updated its Uniform Mitigation Verification Inspection Form (OIR-B1-1802) in April 2026. The form incorporates new features such as secondary water resistance and modern construction standards which can offer homeowners greater insurance savings. This training will assist local governments and their contractors with updating their roof repair and replacement programs. Presenters will discuss the technical requirements that qualify homeowners for insurance premium reductions. Participants will also learn about wind mitigation inspection requirements and insurance documentation practices.  This training will support LHAP program management\, implementation and compliance\, and help more homeowners obtain insurance discounts.

SUMMARY:Infrastructure Surtax to Support Permanently Affordable Housing
DESCRIPTION:This webinar examines how Florida local governments can use a voter-approved 1-cent local infrastructure surtax or “penny tax” to support permanently affordable housing.  Counties like Pinellas\, Collier\, and Alachua have already leveraged this sales tax to fund land acquisition\, infrastructure development\, and the construction or rehabilitation of units for low-to-moderate income households. Because land is critical to expanding the current number of housing units\, surtax revenue is particularly well-suited to support permanently affordable models by funding the acquisition of land that can be stewarded permanently. The session will cover how the surtax works\, how it can be structured to include affordable housing and potential partnerships with CLTs activity\, and what practical steps local governments and housing advocates can take to ensure meaningful allocations for long-term affordability.
