SHIP Roundtable - Effective Advocacy for SHIP Administrators, Nonprofits and Their Partners

The conference began with a Public Policy Plenary addressing the question of the future for Florida’s housing programs in the current political/economic environment. This training session drills down to provide the “how to” steps for legislative advocacy. Even if you are a SHIP Administrator who is not permitted to lobby, this session is for you. Effective legislative advocacy is best done in partnerships; the local business groups, nonprofits, civic and faith-based organizations, social service agencies and real estate professionals often need help from SHIP Administrators in the form of local data and success stories when they meet with local legislators.

The panel of experts will review the current Sadowski Education Effort and explain the SHIP Administrator and local advocates’ role in that effort. Agenda includes: the Florida legislative process; best practices for productive meetings with legislators; community organizing; how to access the tools you need; as well as answers to frequent concerns about lobbying and the legal parameters for local government employees and nonprofits.

Not just “talking heads:” Within this training, we will have small group participatory learning time (in a supportive and no pressure atmosphere) with the help of Sadowski legislative education experts, Susan Leigh, Rebecca Delarosa, and Andrea Baker Dean to ensure that everyone is engaged and leaves with an increased level of confidence to put what they’ve learned into action. The 2012 Legislative Session begins in January - so timing couldn’t be better.

Who Should Attend: SHIP Administrators, nonprofits, advocates, and anyone else who wants to get SHIP funded in 2012 and every year thereafter!

Energy-Efficient Building Practices

High-performance building, (Green Building) requires innovations in both housing design and construction. The performance of the people installing the insulation or applying the caulking or just sweeping up the jobsite is often critical to the ongoing performance of a building. Mistakes covered up with drywall or hidden in the HVAC system can be nearly impossible to find and expensive to fix. Knowing the issues caused by common construction errors can often lead to a better end product. In addition, the upfront costs of independent onsite verification can actually save significant money to the project long term. This seminar will focus on the benefits of verification, and uncover common errors that are often avoided as a result.

Ideal Audience: Developers, Builders, Architects and Contractors interested in high-performance buildings and staff of jurisdictions overseeing energy efficiency and design.

From regulations to rehab, Florida's Neighborhood Stabilization Program grantees and their partners have tackled the foreclosure crisis running at full speed. Join the NSP Roundtable for a roundup of success stories for families, neighborhoods and communities. Always a popular event to spend some time with your colleagues networking and hear from HUD representatives. We will also feature HUD reps to share your enthusiasm, take questions and share their insight into what’s coming up as we head for the finish line.

1. NSP Program Design and Operations: Heading into year three of NSP are there program design changes that would be more effective in meeting program goals? For example, increasing or decreasing partnerships with subrecipients, developers and contractors, re-structuring financial mechanisms, moving from homeownership to rental, moving from scattered site single family to multifamily, etc.

Program Income and Financial Management: Understand basic program income rules plus develop a more structured strategy to generate and expend program income for sustainability and make dollars go further. Know what your financial management responsibilities are and resources to assist in compliance.

6. Section 3 and Vicinity Hiring: Requirements and best practices, going beyond minimal compliance, grantee and subrecipient roles and responsibilities, record keeping, etc.

7. Davis-Bacon: Understand when labor rules apply and how best to comply.

8. Acquisition and Disposition Strategies: Solving problems in the pipeline from identification to inspections, negotiation, disciplined target area focus, working with seller directly or using trust services, short sales, auctions; finding buyers, land banking

9. Meet with your HUD Representative: Schedule a meeting or drop in and talk to your HUD rep to discuss progress, reporting, staffing or other topics. A good chance to catch up.

10. Homeownership Finance and Leveraging: Bring your questions and challenges to making homeownership a success with NSP.

11. Contracts and Written Agreements with Subrecipients, Developers and Contractors: Get some help on managing and improving the contracts and agreements you are using. Note: This is not legal advice but a peer review and comment with best practice experience.

12. Program Design - Making Changes to Your Plan, 25% Setaside: If you think its time for a change to your program strategies or activities, bring your questions for a review and pointers on timing, content and steps to take.

13. Title Issues, Homeowner and Condo Association Matters: Specific cases and questions that need some input from a real estate angle.

14. Environmental Review Compliance: Get advice and guidance on meeting and complying with environmental clearances.

15. Rental Property Management: Make your rental programs run smoothly by setting up responsive systems for long-term management solutions.
