Aida Andujar is part of the technical assistance staff team providing training and technical assistance to communities in Florida under the Neighborhood Stabilization Program through a contract with the Department of Community Affairs. Her training and technical assistance has included a series of workshops on rehabilitation of homes using NSP funds, review of program application for compliance with federal requirements, on site and off site technical assistance and responding to NSP related questions on the technical assistance line. Andujar provides training and technical assistance under the catalyst contract with the Florida Housing Finance Corporation, including workshop development, on site and off site technical assistance and training, and responding to call on the technical assistance line. In addition, she provides training and technical assistance on NSP through private contracts with direct entitlement communities in Florida. Andujar has more than 25 years of experience and training in the area of affordable housing, including responsibility for administration and implementation of state, federal and local housing grants awarded to the City of Hialeah. She has worked with various state and federal programs, including the CDBG, HOME and SHIP programs. Her experience includes working with lenders, nonprofit organizations, community housing development organizations, homebuyer counseling providers, Hialeah Housing Authority, Florida Housing Finance Corporation and other local government organizations. She speaks and writes fluent Spanish. Andujar is a licensed Realtor and holds a master’s degree in public administration from Florida International University.

Lydia Beltrán is a Technical Advisor with the Florida Housing Coalition. She comes to the Florida Housing Coalition staff with 15 years experience in community development. Her experience ranges from project management for nonprofits to program management for major entitlement cities, as well as community planning and development through the U.S. Department of Housing and Urban Development. In addition, Beltrán has enforced legislation, regulations and policy directives related to federal funding sources (CDBG and HOME programs), reviewed and approved performance reports and conducted monitoring. She has also managed affordable housing development loans for rental rehabilitation projects and new construction projects ranging from $200,000 to $5 million and assessed project feasibility of affordable housing developments. Her specific experience includes technical assistance and addressing strategies associated with affordable housing development. Beltrán provides technical assistance for the Demonstration Loan Program, Predevelopment Loan Program and SHIP. She also provides technical assistance for the Neighborhood Stabilization Program and manages the affordable green housing information and training component of the Coalition. Beltrán has a master's degree in urban planning from the University of California, Los Angeles.

Michael Chaney is a Technical Advisor for the Florida Housing Coalition. He leads the Coalition’s work for the Department of Community Affairs’ Developmentally Disabled Council. Chaney’s responsibilities include providing training and technical assistance through workshops, on-site visits, and telephone consultation on a variety of affordable housing topics, including capacity building for housing nonprofits; financial tracking of housing funds; fair housing; compliance with housing program requirements (SHIP, HOME, CDBG); operational/administrative procedures, housing rehabilitation strategies, and energy efficiency topics. Throughout the years, he has provided technical assistance to local government, nonprofit housing professionals and consumers throughout Florida. In addition, he provided assistance to HUD Section 8 tenants through the Federal OTAG program. He also serves as a trainer for the Coalition’s Housing Workshops. Chaney’s technical assistance experience includes monitoring nonprofit sponsors, enhancing rehabilitation strategies, and general housing program administration. He has also served as an adjunct faculty member of the housing department at Florida State University.

Pam Davis is the Administrative Assistant/Workshop Coordinator for the Florida Housing Coalition. She oversees the day-to-day administrative operations at the Tallahassee office, which includes answering phones, distributing mail, updating and renewing memberships. Davis also assists the Technical Advisors staff in the coordination and planning of workshops. With years of experience creating memorable meeting and event moments, Davis focuses on all aspects of meeting and event management. Including planning, site selection, negotiation, contracting, choosing menus, running registration, reservations, database, attendee management, financial/budget management, travel arrangements, entertainment, speakers, audio visual equipment and on site services.

Stan Fitterman is the Technical Assistance Director and Chief Operating Officer for the Florida Housing Coalition. He has been with the Coalition in various capacities since 1995. In his current position, Fitterman supervises professional staff in the implementation of the Coalition’s technical assistance contracts and oversees the day-to-day management of the organization. He also assists local governments and nonprofit agencies with the design and implementation of housing, community development, economic development and social service programs, working with a variety of public and private sources of funding. He frequently uses data to evaluate local government housing programs and recommends changes based on this analysis. For many years, Fitterman has developed and delivered training to local governments and nonprofit organizations on the development of home ownership and rental housing, business planning, marketing, financial management topics and federal and state compliance issues. Most recently, he has developed and delivered trainings on purchasing REO properties with NSP funds to be used for affordable home ownership opportunities, as well as affordable rental developments. Fitterman evaluates applications to Florida’s Predevelopment Loan Program and makes funding recommendations to the Florida Housing Finance Corporation board of directors. Annually, Fitterman conducts research on the implementation of Florida’s affordable housing trust fund, including an annual analysis of program reports submitted by all 120 local government participants. Fitterman began his career as a planner and moved into the position of housing services director with Citrus County prior to his tenure with the Coalition.

Lisa Hoffmeyer is a Technical Advisor for the Florida Housing Coalition, where she provides classroom training as well as direct technical assistance to non-profit affordable housing agencies. She began her career originating mortgage loans for low income first-time buyers and providing homebuyer education. Since then, she has worked for both city and county government administering HOME and SHIP contracts for down payment assistance, multifamily rental development and single family construction. Recently, she served as Chief Operating Officer for Broward Housing Solutions, a non-profit organization where she successfully leveraged public and private funds to develop scattered site special needs housing for the mentally ill and youth aging out of foster care. Hoffmeyer has practical experience in property acquisition, rehabilitation, demolition/redevelopment, new construction and property management. She has served on the Boards of Broward Alliance for Neighborhood Development (BAND), the Broward Housing and Community Development Task Force. In addition, she has assisted in the creation of the local 10 year Plan to End Homelessness. She has a bachelor’s degree from Florida Atlantic University.

Johnitta Richards is the Communications and Operations Manager at the Florida Housing Coalition. Her primary responsibilities include coordinating the logistics for the Coalition's annual conference, coordinating communications and managing the day-to-day operations of the Tallahassee office. Prior to joining the Coalition, Richards served as communications coordinator with the Florida Chamber of Commerce and editor at Florida A&M University. She brings a wealth of experience in public relations, marketing and publications. She holds a bachelor's degree in public relations from Florida A&M University.

Evelyn Rusciolelli has been with the Florida Housing Coalition for two years, providing on site technical assistance and training workshops for SHIP, CDBG and NSP. Recently, she conducted four workshops throughout the state, training local government staff in “Rehabilitation Using Neighborhood Stabilization Funds”. She has also written several articles for the Coalition’s Journal. Rusciolelli came to the Coalition with 17 years of experience and training in affordable housing and community development. Her experience includes the implementation and administration of various state and federal housing programs such as SHIP, HOME, ADDI, CDBG entitlement and CDBG small cities. She has worked closely with lenders, builders and realtors to encourage effective partnerships for affordable homeownership utilizing SHIP and HOME funding sources. Under her direction, SHIP and CDBG funds were utilized by local nonprofit organizations to construct and rehabilitate special needs housing for foster teens, teens aging out of foster care and mentally challenged adults. She has served on many community boards and was active in the Central Florida Community College Public Policy Institute’s Affordable Housing Study. Rusciolelli’s background also includes financial and compliance audit management with the Illinois State Auditor General, where she performed single audits of several large federal grant programs. She has also worked in the financial lending market. She has a bachelor’s degree from the University of Illinois in accounting.

Gladys Schneider is a Technical Assistance Director with the Florida Housing Coalition. She has been involved with the Florida Housing Coalition as a staff or board member since 1992. In her current position, she supervises the technical assistance team with particular emphasis on foreclosure related programs including Neighborhood Stabilization Program (NSP) and Foreclosure Mitigation Counseling. She manages the Coalition’s contract with the Florida Department of Community Affairs for the NSP program and developed most components of the NSP curriculum. Schneider has authored several Housing Network News Journal articles on recovering foreclosure affected properties for affordable housing. She also assists local governments and nonprofit organizations with all aspects of finance, predevelopment, and general capacity building for affordable housing programs and specific projects. Her background in comprehensive planning includes the drafting and implementation of effective housing elements and land development regulations integrating funding sources with affordable housing incentives. Schneider has developed programs designed to assist communities and housing providers acquire and rehabilitate foreclosed properties to assist with neighborhood stabilization and code enforcement abatement. She has developed a methodology for the analysis of local government housing elements that incorporates strategic programs such as inclusionary housing, community land trusts, land banking and incentive-based land development regulations. She has developed training modules in planning for affordable housing needs, predevelopment, regulatory barriers to housing and recovering affordable properties. Schneider is certified by the Florida Green Building Coalition as a Green Building Designation Agent. Schneider has a graduate degree in Urban and Regional Planning from Florida State University and is a licensed Florida Realtor.
